by the STLA Board of Directors on May 18, 2008
FUNDING: All proceeds from STLA-sponsored Silent Auctions throughout the year will benefit the STLA Youth Scholarships. Additional funding may come from memorial and/or honorary contributions, as well as funding from the STLA General Fund as needed, with Board approval.
ADMINISTRATION OF SCHOLARSHIP FUND:   A committee will be established and consist of not less than three members and not more than five members. A minimum of two Board members will be on the Committee. The Committee will be appointed annually before January 1 by the STLA Board of Directors. The STLA Treasurer will keep a separate recording of the monies dedicated to the STLA Youth Scholarship Fund. The STLA Youth Scholarship Fund monies will be kept in and disbursed from the General Fund unless the STLA Board of Directors directs the Treasurer otherwise.
RECIPIENTS OF THE SCHOLARSHIP(S):  The Scholarship should be inclusive to all young people worthy of a Scholarship. There will be two types of Scholarships that youth may apply for if they meet the criteria set forth and outlined below in Sections A or B (below). Applicants may only receive one Scholarship. The Scholarship may be used at any accredited University, College or Trade School.

(A) The STLA Breeders of Tomorrow Scholarship:
Any young person that has been a member of STLA, or who's Parent or Guardian has been a member of STLA, in good standing for the current and previous two years in which the Scholarship will be awarded will be eligible to apply for the South Texas Longhorn Association Breeders of Tomorrow Scholarship (i.e. if scholarship to be awarded in 2010, one would have to been a Member in 2008 & 2009). The applicant must request, complete and return the application form and any associated documents during a period between February 1 and April 15 of the applicant's senior year of high school. In addition to the application form, the applicant must complete an essay on the topic chosen by the Scholarship Committee for that year.

(B) The STLA Kids & Horns Scholarship:
Any young person that has exhibited cattle in fifty percent (50%) or more of the STLA-sponsored youth Longhorn Shows within the last four (4) school calendar years will be eligible to apply for the South Texas Longhorn Association Kids & Horns Scholarship. The applicant must request, complete and return the application form and any associated documents during a period between February 1 and April 15 of the applicant's senior year of high school. In addition to the application form, the applicant must complete an essay on the topic chosen by the Scholarship Committee for that year. The essay topic will be different from the STLA Breeders of Tomorrow Scholarship topic.

VALUE OF SCHOLARSHIP(S):  The maximum value of any one scholarship will not exceed Seven Hundred Fifty Dollars ($750 USD). The value of the scholarship may be adjusted to a lesser amount if the Committee deems it necessary, but all scholarships will be of equal value. As education costs continue to rise and if the fund balance grows, the dollar amount of the Scholarship may be increased on an equal basis by a majority vote of the STLA Board of Directors, but in no event will the change be temporary.
ANNOUNCEMENTS OF SCHOLARSHIP(S):   The announcements of the STLA Scholarship Recipients are to be made by May 15 of the current year. The recipients of the Scholarships will be issued a letter advising the Applicant/Recipient of the Scholarship award with a copy of the letter sent to the recipient's High School Counselor. Press Releases will also be issued by the Committee to all appropriate publications including the Recipient's hometown newspaper.

RELEASE OF SCHOLARSHIP FUNDS:   Each recipient will be required to send a letter of thanks to the STLA General Membership (in care of the current President) within 45 days of notification of the Scholarship Award. The recipient must also notify the Committee of name and contact information of the school that they will be attending including necessary information for STLA to send the funds to the recipient's school of choice. The Scholarship monies will be sent directly to the recipient's school and applied to the recipient's account at the school. The funds are to be paid to the school during the current year. If the need to delay payment arises, the recipient must receive approval from the Scholarship Committee to delay payment in order not to forfeit the scholarship award. If Scholarship monies have been issued to a school as directed by a Scholarship recipient and the recipient does not attend the school, it is expected that the Scholarship monies will be returned to the STLA Scholarship Fund.

ADDITIONS, DELETIONS AND CHANGES:   Any additions, deletions and changes must have the approval of a majority of the STLA Board of Directors as provided in the STLA Bylaws.
